Technical Architect  (19-06583)
Eclaro is looking for a Technical Architect for an opportunity for our client in Albany, NY.
Job Duties:
The individual will be expected to provide expertise and hands-on participation in the following activities:
  • Develop architectural considerations supporting IES no-wrongdoor/Portal, noticing, document and contentmanagement/federation and testing
  • Collaborate with ITS, NYSOH, and NYC technical resources on continuous assessment of existing solutions for reuse on IES
  • Collaborate with ITS Chief Technology Office to align with enterprise standards
  • Collaborate with Data Architect to build and maintain reference model architecture and standards for communicating direction of information architecture
  • Provide oversight over management of legacy rules extraction
  • Liaison with business/program stakeholders for systems architecture and strategy
  • Participate in technical discussions with state, local and vendor implementation teams and technical deliverables to ensure alignment between proposed solutions and the program's standards
  • Present findings and recommendations to IES leadership to ensure alignment of technology across work streams and escalate technical issues appropriately
Minimum Qualifications:
Eight years of experience (including two years of supervisory experience or one year of managerial experience) of IT and business/industry experience providing architectural design, development, and deployment of complex software systems including solutions architecture, data design, systems lifecycle management and infrastructure planning and operations, with three years of experience working in multiple, large, cross-functional teams or projects, and including senior level management and key stakeholders.

The following degrees may substitute for the general experience as indicated:
  • A Bachelor's degree in Computer Science, Information Systems, or relevant area and six years of experience of IT and business/industry experience providing architectural design, development, and deployment of complex software systems including solutions architecture, data design, systems lifecycle management and infrastructure planning and operations, with three years of experience working in multiple, large, cross-functional teams or projects, and including senior level management and key stakeholders.
  • A Masters' degree in Computer Science, Information systems, or relevant area may substitute as an additional year of experience.
Preferred Skills
  • Health and Human Services domain knowledge and experience with development frameworks/languages such as JEE, .Net and COBOL
  • Understanding of foundational technology components including Rules Engines, Workflow Engines, Big Data Engines such as Infosphere MDM and ETL
  • Demonstrated experience working with enterprise wide architectures and designs across multiple IT functional areas
  • Experience working on highly complex projects that require in depth knowledge across multiple technical domains and business segments
  • Experience with National Human Services Interoperability Architecture (HSIA), Medicaid Information Technology Architecture (MITA), Exchange Reference Architecture (ERA), and The Open Group Architecture Framework (TOGAF)
  • Excellent written and spoken communication skills, as evidenced by the ability to clearly explain and justify ideas when faced with competing alternatives as well as the ability to concisely illustrate concepts in words and diagrams
  • Demonstrated ability to build valuable relationship with both business and IT stakeholders
