Programme Management Support
Eclaro is looking for a Programme Management Support for an opportunity for our client in NORFOLK, VA.

Project Overview:
The scope of work includes a direct support of existing Bi-SC AIS PMO tasking, in supporting the quality improvement of information management; the Client's Enterprise-wide programmatic & functional integration of data. This includes: analysing existing tools used within different entities of the Client's Enterprise as a baseline for establishing an information hub; provide findings in a documented report to allow ACT to make informed decisions on a way ahead; create a transition plan from the current PMO website to the information hub; and collaboratively working to develop a tool that meets the information needs of the capability programmes and its decision makers.
Based on IFIB-ACT-SACT-15-16, additional support in the form of an Analyst Programme Governance and Quality Management is needed to assist in this effort. MCR is requested to provide a Curriculum Vitae meeting the requirements listed below at the C4 labour category rate.

  • Support project and programme level analysis, information knowledge management and execution, performing a variety of tasks under the direction of the PMO Head, including performance evaluation, requirements management, cost control, and risk analysis in order to provide standardisation. This service aims to strengthen understanding and awareness, at the programme level, of the interactions, dependencies and interdependencies between related capabilities in order to serve as a hub for information for Programme and Capability Directors.
  • The requirements for project and programme analysis services are as follows:
  • Interface with the client or internal programme management.
  • Work within a multi-stakeholder, technical, and matrix organizational environment.Interface with all Programme Directors and Project Coordinators, identify and assess information needs.
  • Provide support for the management, monitoring, and control of interfaces between common funded capabilities.
  • Translate information needs to system requirements; enable and support the technical development of the information hub.
  • Integrate and maintain the following programme elements data and information to the information hub, which are common interest to all capabilities:
  • Programme and project planning.
  • Technical and operational architecture management and development.
  • Cost, scope, schedule, performance and Risk management at project and programme level.Programme Monitoring & Control. In support of programme monitoring and control, the following activities will be performed:
  • Contribute to the development of a continuing capability (dashboard) to monitor and control the programme and its projects.Support the programme and project governance framework at programme management level to monitor and create situational awareness for the programme and its projects through:
  • Change management processes.
  • Contribute process for quarterly progress reviews of each portfolio of projects within the programme.The quality management task includes the following principal objectives:
  • Provide measurable evidence that accurate results are delivered that meet stakeholders quality expectations across the Client's Enterprise.
  • Contribute to a continuous process of quality improvement.
  • Quality feedback will be provided to stakeholders and stored in a programme level repository. Quality reports will be raised for action at the programme level if programme milestones are deemed to be adversely impacted

Required Skills:
  • Demonstrated proficiency in English as defined in STANAG 6001 (3333) or demonstrated native English speaker background
  • Demonstrated minimum Client's or National SECRET clearance with the appropriate national authority for the duration of the contract
  • Demonstrated advanced knowledge of MS Office tools (Outlook, Project, Word, Excel and PowerPoint, SharePoint)
  • Demonstrated availability to travel to any of the Client's entity within the 29 Nations (valid passport with no travel restrictions to Client's nations)
  • Knowledge about the Client's at project level within capability package process
  • Knowledge about C3 capability management of the Client.
  • Knowledge about programme management and programme management office
  • Knowledge about Database development and use
  • Knowledge about ITIL and Agile for project management
  • Knowledge about the Client's CIS architectures, AIS and NGCS capabilities
  • Knowledge about IBM DOORS, DOORS NG, Team Concept
  • Knowledge about project management in complex systems or projects in a military
  • Communication and Information Systems environment
  • Experience in effective orally and in writing communication, including briefing and in coordination with international stakeholders
Required Experience:
  • Minimum 3 years in project or programme management of communications or information systems integration, implementation or operation within technology area.
  • Minimum 2 years in quality management in projects and programmes
  • University degree in electronics engineering or computer science or telecommunications or information systems and technology or another equivalent or closely related discipline
