Our Client is looking for a Prj Lead/Business Analyst to analyze, document, and create specifications for the billing phase of the Transportation Customer Information System upgrade project. This system enables marketers to vary the amount of gas they deliver to our system on behalf of the customers in their portfolio. The job requires experience in facilitating and leading a project. The candidate will be required to facilitate meetings with the business to capture the as-is and to-be billing requirements.
He or she will be required to assist the Project Manager in scheduling work sessions and scheduling follow up meetings with the interested parties to develop functional requirements. The candidate should be proficient utilizing MS project to create and maintain a system project plan. The candidate should have experience creating functional requirements documentation, technical requirements documentation and development of test plans and use cases.

PROJECT SCOPE:
The project is an enhancement to the Transportation Customer Information System (TCIS) which aims to enable marketers to vary the amount of gas they deliver to our system on behalf of the customers in their portfolio. The system invoices both customers and marketers who are billed based on contracts that are entered into the system. The development of functional requirements will require analysis of current system to determine "as is” functionality and meetings with business and technical teams to determine "to be” functionality.

PROJECT DELIVERABLES:
Specific deliverables to be created by the business analyst/technical writer for this project includes detailed specifications and process documentation for each interface, report, data mapping and data exchange timing and frequency to determine changes required to the Transportation Customer Information System. The specifications will indicate templates, styles, content, and business rules associated with each new interface, report and data elements that are determined to be in scope.

QUALIFICATIONS:
  • Must have experience in project management, systems analysis, documentation and specification writing.
  • Must be focused, hard-working and willing to perform analysis at both high and low levels.
  • Ability to present information in a clear and logical manner is required.
  • Must have strong communication and interpersonal skills.
  • Experience working with both Distributed and Mainframe applications.
  • Experience working with project management methodology, such as the SDLC.
  • Experiencing leading and managing technical projects / tasks
  • Experience working with document composition and management tools.
  • Understanding of basic IT concepts (functions, jobs, scheduling, I/O, data transfer, etc.)
  • Experience developing test plans and business use cases
  • Experience working with customer service systems billing or financial/accounting systems
  • Experience with Gas Utility systems a plus
  • Excellent verbal & writing communication skill
  • Working knowledge of Software Development Life Cycle (SDLC) methodologies
  • Experience with UML (use cases, activity diagrams, sequence diagrams)
  • Experience facilitating requirements gathering sessions
  • Previous experience or business knowledge of development components and enterprise architecture

PREFERRED:
  • Experience working with Consolidated Edison or a utility company is a plus.
  • Experience working with customer service or financial systems.
  • IIBA® Certified Business Analysis Professional a plus
